[spoiler title=’Project description’]EUROPEAN UNION LANGUAGE POLICY (EULP): PROJECT DESCRIPTION

LUEENU is the leading university of the EU-Ukraine bordering zone with a total number of more than 10 000 students. Many international companies and organizations have their offices in the region, so the demand for the graduates with the EU related knowledge is high. A large number of our students and graduates later continue their education in EU and return to work in the region, implementing EU management and communication skills in Ukraine and fostering European integration. Additional knowledge of EU language and communication policies gained during the project course will simplify their professional life, cultural integration and dissemination of the EU humanistic values in Ukraine.

Being a Partner country, the number of LUEENU participants is constantly growing both, among students and academic professionals. We believe that additional training based on the results of the project will further increase the number of applicants; provide more useful information on the EU related issues and help distribute common European values, thus encouraging cultural integration and mobility. This will further lead to the development of the EU related competencies in Ukrainian researchers and practitioners and aid our joining common European research and scientific space.

The LUENNU students will have separate program course as a continuation of their Political Linguistics, Culture Studies, and Critical Discourse Analysis courses aiming at promoting European values and style of life. Postgraduate students from the host institution and other partner Universities will firstly attend lectures on EU Language Policy, and then take part in the International Scientific-practical conference “EU-Ukraine: Communication Policy and Strategy”, webinar and roundtables demonstrating the knowledge of the European integration process and enhancing the visibility of the scientific results obtained within the EULP project.

The EULP interdisciplinary course is thoroughly designed to provide students with interconnected theoretical and practical knowledge of the EU core institutions, their functions and structure; EU language and cultural diversity; EU language policy and planning; EU communication strategy. Competencies gained within the project will also enhance students` civic skills and develop intercultural dialogue.

The EULP project will help to foster research and teaching experience in the fields of European languages and culture related studies, which will be useful both, in the development of the introduced course and in the construction of other EU related academic projects and courses later in time.

Results of the project will be used as materials for the master theses of the LUEENU students, which we believe will increase the number of final beneficiaries of the project and promote interest and further investigation of the EU issues among the graduates and our partner universities.

LUEENU has a long history of advanced training courses organization. We collaborate with Volyn State Administration and prepare tailor-made courses for local government authorities, public administrators and state officials. From our experience, we see their need for practical knowledge and detailed explanation of language and communication policy in EU. Much of our EU trans-border regional cooperation depend on effective communication, awareness of EU official communication standards and procedures. Advanced information on cultural and linguistic diversity of EU will encourage intercultural and joint activities with our foreign partners.

Scientific articles, didactic and training materials based on the project`s outcomes will be published and open on the LUEENU Applied Linguistics Department web-page providing better dissemination of the results. We also plan to cover EULP project milestones in the local and state media and social networks at attract more attention and introduce follow-up projects.

Achieving the goal, we will have professional, academic and practical collaboration between leading higher educational establishments of the EU-Ukraine bordering zone. We will also provide the representatives of the local government and public administrators with the skills and competencies necessary for the local reforms and development of cooperation with EU, especially after the Association Agreement signature.

IRYNA BISKUB (Project coordinator) – Full prof. at the LUEENU, Head of Applied Linguistics Department of Lesya Ukrainka Eastern European National University. Visiting Professor at Institute of Neophilology, the State School of Higher Education (Chelm, Poland). Lecturer at the Volyn Regional Administration Training Center for the Local Government Authorities and State Officials. Coordinator of the First Polish-Ukrainian Scientific Seminar on Cross-Religious Communication “Verbum Domini” (Lutsk, Ukraine).

Member of the International Scientific Board of the International Journal “Language – Culture – Politics” (Chelm, Poland). Member of the Baltic and Black Sea Circle Consortium (BBCC) (Institute of Sustainable Education, Daugavpils, Latvia).

ANNA DANYLCHUK – Vice-Rector for Research and Educational Work, European Integration and Work with Students, PhD, Assistant prof. at the LUEENU Applied Linguistics Department. Major study area: Political Linguistics, Sociolinguistics, Language Planning and Language Policy. Author of 25 scientific publications. “Public Communication Skills” programme trainer at the Local Government Authorities and State Officials Advanced Training Center (Volyn Regional Administration). Lecturer, roundtable moderator and a member of the Conference organizing committee within the project.

NEMIRA MAČIANSKIENĖ – Prof. dr., Founder and Director of the Institute of Foreign Languages (IFL) at Vytautas Magnus University (VMU) in 2001-2015, responsible for organization of language policy implementation at VMU, programme and course (including online) development and quality management, organising academic and research activities at the IFL.

Initiator and developer of VMU Language Policy Guidelines, Coordinator of project partner activities in numerous EU projects, representing VMU in the activities of European Language Council (ELC/CEL).

Lithuanian Language Teachers’ Association. Head of research cluster “Research into Plurilingual competence development H-08-09.

Editor-in Chief of international scientific journal “Sustainable Multilingualism”. Performs research in multilingualism and plurilingualism, language policy, learner strategies, innovations in language education.

MARTA SYDORUK – Master’s degree in International Relations and Political Science. PhD Student of International Economic Relations and Project Management Department at the LUEENU. Head of International Relations Office of the LUEENU.

Didactic competences: The EU foreign relations with the Eastern Partnership countries, EU Project Management.

Project Manager: 7 years of experience in the management of EU projects (includ. Teaching Staff Member of JM Module “EU Project Management”). Scholar of the Lane Kirkland Scholarships Program (Poland). Scholar of the Visegrad Scholarships Program (Slovak Republic). Scholar of the Polish National Commission for UNESCO (Poland). Scholar of the Cabinet of Ministers of Ukraine (Ukraine).

VIOLETA KALĖDAITĖ – Prof. dr., Experience of teaching linguistic courses (English philology), sociolinguistics, Lithuanian as a foreign language at different universities of Lithuania and abroad since 1986.

Visiting Professor at Lithuanian in the MIREES (Interdisciplinary Research and Studies on Eastern Europe) programme, Bologna university, Italy. Visiting Professor at Lithuanian and LITH 130, the University of Illinois at Chicago, USA. Multiple Erasmus teaching visits at the universities of Turin (Italy), Turku (Finland), Bergen (Norway).

JEAN MONNET BIENNIAL CONFERENCE (BICO) 2017

The Jean Monnet biennial Conference (BiCo) took place on 27 – 28 November 2017 in Brussels, Belgioum, back to back with a kick-off meeting for new beneficiaries of Jean Monnet Activities (co-organised with the Education, Culture and Audiovisual Executive Agency).

The 2017 year’s edition of the Jean Monnet conference was devoted to the current major political turning point in EU history and its consequences for the future of European integration. This theme has been very high on the agenda of political and academic debates recently and has gained even more relevance in the light of the Commission’s White Paper, the speech on the state of the union by president Juncker and also major political developments in EU member states in the course of 2017. This year’s conference objective was to allow debate on important EU-policy issues but also to disseminate information on more technical issues for the new grant holders.

The 2017 edition of the Jean Monnet conference gathered nearly 40 renowned speakers and moderators and 350 participants. Prof. Iryna Biskub, Applied Linguistics’ Department Head, took part in the Conference’s proceedings and presented the information about Jean Monnet’s project “European Union Language Policy”, which is currently being run by the Applied Linguistics Department at Lesya Ukrainka Eastern European National University.

On day 1, Snejina Nikolova, Project Adviser, (EACEA) presented an extremely important and helpful review of General issues related to the implementation and management of the Jean Monnet selected projects 2017

The financial issues of JM projects were the focus of attention of Guido Di Fiore, Head of Finance Sector, (EACEA). Edith Genser, Programme Coordinator, (EACEA) specified the new aspects of project results’ dissemination in her report “Dissemination: Database Erasmus+ Project Results”.

Day 2 was marked by various useful panel discussions: “Plans for the Future of Europe”, “Reflections and Actions on how to Shape Europe’s Future” representing the assessment of EU initiatives on furthering the European integration, European values, European citizenship, our cultural heritage and their role in shaping the future of European integration.

In the afternoon thematic parallel panels based on key sectoral issues were organizes for the conference’s participants.

Prof. Biskub joined Panel three: “Harnessing globalization” and took part in the Moderated debate with participants on how the EU should realign its policies to make the most of globalization.

“EULP” Project staff express deep gratitude to BICO 2017 organizers for the perfect conference organization and for providing a lot of helpful information for running Jean Monnet project at our University.
